The Rutland Mills and Tileyard North regeneration is one of the most significant heritage-led development projects in the North of England, set to transform ten acres of Wakefield’s historic riverside into a major cultural destination. As part of the wider masterplan, City & Provincial Properties commissioned a complex civils and river infrastructure package to protect the site from future flood events and unlock the next

Stockton Group was appointed as principal contractor to deliver the works, undertaking flood defence structures, river engineering, drainage infrastructure, reinforced concrete works, and associated repairs to existing buildings. The project required specialist planning, environmental approvals from the Environment Agency and the Canal & Rivers Trust, and innovative construction methods to safely deliver works both on land and within the River Calder.

The project centred on reinforced concrete and river infrastructure works, including the construction of two new reinforced concrete flood walls, CFA piling on land and the installation of a stainless-steel river walkway extending into the River Calder - constructed from floating pontoons and service vessels operating within the river. Associated works included below-ground drainage, attenuation, and a surface water pumping station, alongside demolition, bulk excavation, temporary flood protection during construction, and repairs to existing mill structures. Scaffolding specialist PERI UK provided wall formwork to achieve a first-class structural finish.

Project Breakdown

Live river environment

Works were undertaken within and alongside the River Calder, requiring specialist safety procedures, river-based plant, and strict environmental controls.

Flood resilience infrastructure

Permanent RC flood walls and a stainless-steel river walkway were installed  to protect the historic mill development from future flood events, satisfying pre-occupation planning conditions.

Challenging site conditions

Two flood events occurred during construction, requiring adaptive planning and close coordination with the client and design team to maintain programme certainty.

WORKING WITHIN THE RIVER CALDER

The most technically demanding element of the project was the construction of the piled stainless-steel walkway within the river itself. Steel tubular piles and the walkway structure were installed from floating pontoons and service vessels, with all works supervised and approved by the Environment Agency and the Canal & Rivers Trust throughout.

Stockton secured the necessary environmental consents from inception, working with the design team - Civic and Hawkins Brown - to identify a viable solution that protected the mills from future flooding while providing a floating river walkway over the Calder. Temporary flood protection was also installed to safeguard the construction programme.

WORKING WITHIN THE RIVER CALDER

REINFORCED CONCRETE AND DRAINAGE WORKS

On land, CFA piles provided the foundation for the two new RC flood walls, with PERI UK supplying specialist wall formwork to achieve the required structural finish and long-term flood resilience. The formwork system was integral to delivering the quality and accuracy demanded on a heritage setting.

Below-ground drainage, attenuation tanks, and a surface water pumping station were installed across the development, ensuring effective surface water management for the wider Rutland Mills scheme.

HEALTH, SAFETY AND ENVIRONMENTAL COMPLIANCE

Operating within a live river environment, on a heritage site with complex logistics, required strict adherence to HSEQ procedures throughout. Stockton prepared and managed the construction phase Health & Safety Plan, held weekly site team briefings to address H&S concerns and near-miss reporting, and hosted regular visits from an external HSEQ auditor - achieving full compliance across the programme.

Despite two flood events during construction, the project was completed ahead of programme, on budget, and with zero accidents; a result that reflects the team’s focus on safe, disciplined delivery in a genuinely challenging environment.
